About Us
WHAT IS IT? The Bloomfield Bath Residents' Association (BBRA) was founded in 2020 by a group of your neighbours who wanted to take control of our road & build a sense of community. We want to work towards making our neighbourhood an even safer & more pleasant place to live. Early on we identified 4 goals: to reduce speeding, to enhance pedestrian safety, to improve cycle safety and to reduce inconsiderate or unsafe parking.
WHAT HAS HAPPENED SO FAR? We have adopted a Constitution (how we function) and a Privacy Policy (how we protect your data). We have a Facebook group (@Bloomfield Bath Online) & a WhatsApp group for each neighbourhood). We are working with all 5 Ward Councillors & the Police across our catchment area & run a highly successful Community SpeedWatch program. The BBRA is a member of the Federation of Bath Residents' Associations (FoBRA). In 2022 were were awarded funding from the Transport Improvement budget which was increased in 2024. We are working closely with Highways on road safety improvements including new pedestrian crossings and traffic calming measures.
WHAT'S NEXT? We have made a start but will continue to work for a better environment for all residents. We are building a sense of community through activities such as litter picking, helping to turn our verges into mini wildflower meadows, founding a Friends of the Bloomfield Tumps group, twice yearly meetings featuring specialist speakers discussing topics of interest not to mention social occasions such as group walks, interest groups, the odd drinks party & more! And we provide news on issues, developments and opportunities within our community.
HOW MUCH DOES IT COST? The Annual Subscription Fee is £5.00 per member household payable 1 April each year. We use this money to pay our expenses which include running our website and paying our administrative expenses (room hire, printing etc.).
WHO CAN JOIN? We currently only accept members from within our catchment area which includes Bloomfield Road from Elm Place to Noad's Corner, Bloomfield Park, St. Luke's Road, Hatfield Road, Castle Gardens and Englishcombe Lane from Bloomfield Road up to & including Westfield Close. Others may join our mailing list without charge.
HOW DO I RELINQUISH MY MEMBERSHIP? To relinquish your membership simply email your request to us. If you are on our social media platforms you will need to remove yourself from those.

BLOOMFIELD BATH RESIDENTS’ ASSOCIATION CONSTITUTION 1.NAME: The name of this organisation shall be the Bloomfield Bath Residents’ Association (BBRA). 2. AIMS: A. To establish & promote the interests of the residents of the Bloomfield district of Bath. B. To represent the agreed collective views the members to external organisations. C. To communicate information which may affect residents. D. To improve local amenities & environment & promote neighbourliness. . 3. CATCHMENT AREA: The catchment area includes Elm Place, Bloomfield Road, Bloomfield Park, St. Luke’s Road, Hatfield Road & Castle Gardens. Residents of adjoining roads may also join. 4. MEMBERSHIP: A. All households within the BBRA catchment area shall be eligible to join and entitled to one vote per household*. B. Non-resident owners of property within the catchment area may also join and vote. C. Members shall be admitted upon submission of their contact details. A subscription fee will be due a payable the following April. D. Honorary or affiliate membership may be proposed from time to time. Such members are not entitled to vote. E. All Members must agree to abide by the BBRA Code of Conduct. A household for this purpose is a single person, a family or a group of unrelated people who share a unique postal address. 5. SUBSCRIPTIONS: A. Each member household shall be liable to pay an annual subscription due 1 April each year. B. The rate of the subscription shall be agreed during the preceding March Annual General Meeting. C. Members joining during the year will not be liable for the subscription until the next billing cycle. D. Members who fail to pay the subscription will be struck from the roster after 3 months. 6. COMMITTEE: A. The BBRA shall be managed by a Committee consisting of the following officers: Chair, Secretary, Communications Officer, Membership Secretary/Treasurer and a Neighbourhood Officer for each road or segment of road in the catchment area. B. The inaugural Committee will serve until the first Annual General Meeting at which time the officers of the Committee may stand for election along with any nominated member. C. Any full member may be nominated or put themselves forward for office when elections are called. D. Any vacancy may be filled by appointment serving until the next voting cycle. E. The Chair and/or Committee may appoint an individual member or group of members to the Committee for a specific purpose for a time limited period (ad hoc appointment). 7. DUTIES OF THE COMMITTEE MEMBERS: A. Chair: the Chair will normally conduct all General and Committee meetings and, working with the Secretary, shall propose the meeting agenda. The Chair or designee may also represent the BBRA to outside bodies. B. Secretary: the Secretary shall assemble & distribute the agenda, create and distribute the meeting announcements, record and distribute the minutes of all meetings and keep an achieve of the Association’s activities. C. Communications Officer: the Communications Officer will be responsible for disseminating information to the members via a newsletter,social media platform, or on the BBRA website. All disseminated information must be approved by one other office prior to release. D. Membership Secretary/Treasurer: the Membership Secretary/ Treasurer will admit new members and issue a welcome letter containing advice on participating in the BBRA, maintain membership data and cause renewal notices to be issued. The post will also be accountable for regulations under the General Data Protection Regulation and the BBRA Privacy Policy. The Treasurer will abide by the Financial procedures which were adopted & reviewed annually by the Committee. E. Neighbourhood Officers: the Neighbourhood Officers advocate for residents of each road or part thereof representing views to the Committee, making assessments, collecting information & proposing solutions. The Neighbourhood Officers will be the first contact point for members with ideas, issues and suggestions. 8. COMMITTEE MEETINGS: A. The Committee shall meet regularly but not less than four times a year. B. A quorum for a meeting is 3 officers. In the event a quorum is notreached the meeting will be rescheduled within three weeks. C. An agenda compiled by the Chair and Secretary will be published no less than one week in advance and will include, where applicable, any papers which will be referenced in the meeting. D. All officers are entitled to a vote. In the event an officer will be absent they may appoint a proxy to vote on their behalf. In the event of a draw the Chair will cast the deciding vote. 9. ANNUAL GENERAL MEETINGS (AGM): A. The AGM will be held once a year during the anniversary month of the previous meeting. B. The meeting agenda will be distributed to all members at least one week prior to the meeting. C. The meeting will ideally take place at a local venue which is accessible to most members or will be conducted via videoconferencing. D. All reports and presentation papers will be made available to members prior to the meeting. E. The Chair will present a brief report of the activities of the BBRA over the course of the preceding year and outline plans for the upcoming year. F. Election of Officers will be conducted. G. Time will be allowed for questions from the floor. H. Members unable to attend may appoint a proxy to vote on their behalf. I. A quorum for the AGM shall be 10% of the membership. J. In the event a quorum is not reached the AGM shall be reschedule within three weeks. 10. EXTRAORDINARY GENERAL MEETING (EGM): A. An EGM can be called by the Committee or by 20 members. B. An EGM may be called to vote upon a motion including a motion of no confidence. C. An EGM can cause the BBRA to be dissolved. The motion must be carried by 67% of the membership. D. The meeting will follow the same rules as the AGM. 11. VOTING: A. Proposed motions or amendments to the Constitution must be submitted in writing at least 14 days prior to the meeting. B. Only eligible members will be allowed to cast a vote. C. The candidate will have won the election or motion passed with a simple majority of members present. Amendments to the Constitution require two thirds majority of the members present. D. Members who are unable to vote during the meeting may appoint a proxy to vote on their behalf. Any individual member may hold more than one proxy. 12. CONCENSUS OR CONSULATIVE VOTING: Occasionally the BBRA may wish to conduct a consensus vote or consult with the membership on a particular proposal or issue. A ballot or questionnaire will be emailed to the member’s address with a deadline for response. The result of the consensus vote will be emailed to the members and posted on the BBRA social media pages. 13. DISSOLUTION: If the Committee, by simple majority, decides that it is advisable to dissolve the BBRA, it shall call a meeting of the voting members providing at least 10 days notice in writing stating the term of the proposed dissolution. If the Dissolution motion is carried by 67% of the members present the Committee shall have the power to dispose of any assets held by or on behalf of the BBRA. Any assets remaining after satisfaction of proper debts and liabilities shall be given or transferred to such charitable or other institution having similar objectives to the BBRA.
PRIVACY POLICY The Bloomfield Bath Residents’ Association (BBRA) endeavours to comply with the General Data Protection Regulations administered by the Information Commissioner’s Office (ICO). INFORMATION WE HOLD We hold your name , street address, email address and, where provided, your mobile phone number. HOW DO WE GET IT AND WHY DO WE HAVE IT? You provide your contact information voluntarily when you join BBRA. Your information is used exclusively for the purpose of communication. It is never passed on or sold to a third party. WHAT DO WE DO WITH YOUR DATA? Your information is not shared with any other organisation. It is kept strictly for the purpose of communicating with you. Once you notify is you are leaving the BBRA your data is destroyed. HOW WE STORE YOUR DATA You contact details are stored on a password protected, limited access system. YOUR DATA PROTECTION RIGHTS Under data protection law you have rights including: * Access: You have the right to ask for a copy of your personal information. * Rectification: You have the right to ask us to rectify any information you feel to be inaccurate. You may also ask us to complete any details which you feel are Incomplete. * Erasure: You have the right to ask us to erase your personal information. * Processing: You have the right to restrict the processing of your data in certain circumstances. * Data Portability: You have the right to ask us to transfer the information you gave us to another organisation or to you in certain circumstances. You are not required to pay to exercise your rights. If you make a request we have one month to respond to you. Please email the Membership Secretary if you wish to make a request. CODE OF CONDUCT Mission: to act as the collective voice and improve the environment for the members of the Association and catchment area. General Behaviour * Members should be polite treating others with respect * Where possible members will help & support members and the wider community * Members will not impose their opinions on others * Abuse of any kind will not be tolerated Financial Conduct * The Association will promote honest, ethical and open behaviour in all financial dealings * All financial transactions will be documented in regular reports * To retain membership all applicable membership fees will be paid on time Meetings * The meetings will be harassment free & respectful of others. * Only one person will speak at a time and only when acknowledged by the Chair. * Listen to one another & be polite * Use plain language * If you arrive late enter quietly * Switch off mobile phone during meetings * Make your comments brief & give way if requested by the Chair * Foul language and/or abuse will not be tolerated Correspondence * Correspondence should be respectful & polite * Foul language and/or abuse will not be tolerated. Discrimination * No member will discriminate against any other member of the group Matters Arising * The Association and/or Committee do not take the place of the Council or your elected representatives. The Committee will decide the agenda and the priority of matters pursued based upon the interests of the majority Consequences * Violation of any part of the Code of Conduct will result in a warning. On the occasion of the third warning the member will be asked to leave the meeting and/or the Association * An egregious violation ( as determined by 3 Officers) of the Code of Conduct will result in dismissal from the Association
